AC Asks Central Bank governor to Seize Treatment Costs

Judge Badr Ali Algamrah, head of the Administrative Court, made a petition Saturday December 28th to the Yemen central bank governor, calling for seizure of $330 thousands of the state account. This amount is an estimated cost to treat 9 injured people of Revolution, for whom a binding ruling of treatment abroad was issued by the court.

The court petition demanded the governor to seize YR 950 thousands, which is cost of basic medical tests the injured youth underwent in the Sana'a Yemen-Saudi Hospital and of litigation fines, stressing the governor to present receipt of seizure and the sum be not paid unless as per orders.

The court had earlier ordered the prime minister, who in turn ordered the Finance Minister in two petitions dated 9/12/2012 and 18/12/2012 on referring the sum, to quickly move it to the court fund, yet the FM refused

The court had earlier asked Minister of Finance to move the amount to its treasury, giving him a respite, yet the central bank was ordered by the court to cut the amount out the government account due to (FM)

This comes in context of the court's enforced execution for the ruling already issued mid last Nov 2012.

Knowing about such execution, the finance minister, managed to reach the ministry by virtue of revolutionary people sacrifices, made a petition to the minister of public health and population, dated Dec 30th 2012 to demand him to order specialists of his ministry, in coordination with administrative tribunal, to review medical reports issued by the hospital, based on the court's assignment, and to take action needed to treat the injuries whether in Yemen or abroad.

In an attempt to divert the court out of the ruling execution follow-up, the finance minister petitioned to the head of primary court to inform him that he had contacted the minister of health to make him to review the reports and to take necessary action.

In the same context, the injured people's lawyer Mr. Najeb Alhaj said the finance minister's memo confirmed the concerns stated previously, represented by his ministry's refusal to put the ruling into effect, settle the issue as the ruling was explicit and cannot be challenged.

" bringing the basic costs from 2013's budget in not dependable as the court had seized the amount in Dec 28th 2012 , that is three days before end of the year, and the bank's mayor held accountable" the lawyer said

From another hand, the injured said they would go on an open-ended hunger strike in front of UN's headquarters in Sana'a to apply pressure on Yemen government to fulfill its obligations, as the problem has to do with Yemen political settlement supported by UN.
