The RSF Statement on the wounded and the families of the martyrs’ position and the ignorance they face regarding their issue

yemenat
The RSF looks closely to the humanitarian painful ramifications with a deep concern regarding the passive official position in respect to the issue of the wounded and the martyrs of the revolution. The government, in its handling of the issue, explores irresponsible and unethical response. However, it gives the political parties the chance to exploit the issue to share the power among them. The government procrastinates the maturity of the treatment of the wounded when it becomes payable and deals with the file selectively according to the political investment and the conflict employment among the various parties.
The Reconciliation Government deals with the wounded subject and the funds that it promised to provide for their treatment carelessly. This delay badly affects those who have serious injuries since procrastination may seriously impact upon their healthy cases. Because of the carelessness of the government, the wounded passed a lawsuit against it resulted in issuing the final judgment by the Administrative Court in their favor. However, the government puts it off and does not implement the judicial decision. Therefore, it appears that the Finance Minister is the responsible not to implement the court rulings to supply the wounded with the funds devoted to their treatment. It seems that the reason behind this attitude is his political position towards this issue as he prejudicially employs the file in the benefit of his political party. He supports the irresponsible position of the government regarding the treatment of the wounded recommending the subject to a particular charity belonging to a particular political party to exploit the subject to be in their favor. These charities would treat the wounded file with political selectivity that is unrelated to honorable humanitarian work and human rights.
In this regard, the RSF calls upon the government to take on its responsibilities in terms of the subject of the wounded and not included the file in the political agenda that the Finance Minister wants to employ it in. The front confirms that the government has to implement the final judicial rulings forced by the Court, which sent a memorandum to the Central Bank of Yemen to attach the funds mentioned in the judgment from the government account. The front considers the government position in delaying the implementation of these judgments as that they do not respect either the Law or the Judiciary. Such a behavior from the government confirms the existence of terrible political opportunism practiced by different parties, which are concerned on the subject of the wounded only to score points for the negotiations of sharing the power.
In the same context the RSF expresses its disappointment and condemns on the continuing inability of the State to implement the presidential decree according to which the martyrs must be officially treated as revolutionary martyrs which means that the government is abide to give their families a monthly salary equal to the salary of a soldier in the army. In spite of the fact that the salary is little, the presidential decree that was issued in March 2012 did not turn into real acts so far. The families of martyrs, which many of them have lost their breadwinner, face difficult circumstances. In vain, they are pursuing the competent governmental institutions to implement the decree.
Thus, the RSF appeal to the President of the Republic to direct the Ministry of Finance to adopt these salaries to the families of the martyrs and to disburse the funds with retroactive effect from the date of issuance of the decision without immediately.
