Public Funds Lawyer seize 2 Billions 248 Million Y.R of Injured Rights Granted by FM to Wafa

Judge Saeed Alaqel, the public funds lawyer, has ordered the primary prosecution representative to seize 2 billions 248 million Y.R of the revolution injured allocations that were approved by Ministry of Finance and transferred via Public Post Authority, in favor of a partisan entity.

The sum was illegally transferred upon an order by Finance Minister via the post authority in order to be given to family members of the injured and handicapped whose lists of names were prepared by Wafa, an Islah-affiliated Est. This contradicts resolutions of the cabinet made to transfer the sum to the committee specially formed to manage it in favor of Revolution injured people.

The judge's order came on the basis of reports published, along with complaints filed by MP Ahmed Saif Hashid and a number of orgs. to the public prosecutor , in Aloula paper, which received Tuesday the contract signed by both the ministry of finance, the post authority  as the first part and Wafa as the second one. The reception occurred after MF's denial of approving such amount.

The contract proves that the minister of finance's "lie" and truth of Aloula when it published the report of MF's financial transfer dated on Feb 2, and the minister denied such allocation to Wafa two days after when the Yemen satellite channel interviewed him, accusing Aloula's report of being baseless.

The contract stipulates that the first part "Ministry of Finance" shall transfer the above amount to the second part "the post authority" in order that the later distribute it to the third part "Wafa Est."

Orders by both the public prosecutor and Public Funds' lawyer were made recently, based on Aloula report, to start a probe into the question which concluded that the sum has to be seized temporarily till the enquire, revealing, in general, the MF's violation of law, completes.

It is an illegal act, committed by the ministry of finance, that Wafa be the third part of the contract, as it stipulates that Wafa shall identify the beneficiary of the amount and the post duty is to offer it as per list of names, as post offices spread across the country.

The second public funds prosecution had ordered the chair of central apparatus of monitoring to inquire about the grievance provided by MP Ahmed Saif Hashid against Minister of Finance to demand seizure of amounts that were granted by the minister to a private est. enclosing Aloula reports, issues no 634-633 for checking.

The public prosecutor, in Feb 12 2013, ordered the public funds prosecution's lawyer to inspect Aloula's reports on Revolution injuries and the financial transference in question, and to take necessary action 

The second public funds prosecution, presided over by judge Ramzy Alshwafi, wrote to the head of Data collecting unit in Central Bank of Yemen, asking for an order of review the ministries' accounts as per complaint of Hashids, who informed about financial corruption  within the ministry.

The Shabab building and transparency Est. petitioned on Monday  Feb 25 to the public prosecutor office on the amount transferred to the post to be distributed according to beneficiaries selected by Islah-affiliating-Wafa, demanding seizing of the amounts already transferred, estimated at 2 billion 200 thousands Y.R.

The acting public prosecutor, judge Taha Saleh, has received the complaint, transferred it to the public funds lawyer to hear it and take legal action.

Judge Alaqil ordered on Tuesday judge Ramzy Alshwafi to complete proceedings as per the rule of law including a temporary seizure of 2 billion 248 million that is illegally transferred and deposited at the public post authority
