جميعنا نعلم يقينا بأن بلدنا الحبيب طوال الفترة الماضية والحاضرة يمر بوضع غير مستقر سياسيا واقتصاديا حتى يومنا هذا. ولم يلمس المواطن اليمني أي خدمة من الدولة ؛ فقد أصبحت كل الخدمات يتم الحصول عليها بقيمتها التجارية بالسوق ، فالدواء والغذاء والكساء والتعليم والمياه والكهرباء و…الخ كل هذه الخدمات لم يعد للدولة أي وجود يذكر في توفيرها للمواطن بوقتنا الراهن .
كل هذه الخدمات أصبحت تقدم بمال الفرد الخاص داخل هذه البلدة المنكوبة….
فإذا أراد المواطن اليمني الحصول على أي سلعة أو خدمة فلا يمكن الحصول عليها بالمجان وإن كانت ظروفه المادية لاتسمح باقتنائها فليس بمقدوره الحصول عليها حتى وإن مات على رصيف الشارع أو قارعة الطريق.
ولم يقف الأمر عند الحصول على الخدمات هذه فحسب بل ف الطرقات داخل المدن وعواصم المحافظات أصبحت شبيهة بالفرعي والحفر وأماكن تجمع المياة والمطبات….. تجعل المار فيها يشعر بأنه يعيش خارج المدينة ولافرق بينها وحياة البادية !
فالمواطن اليمني وصل به الحال الى درجة جعلته غير قادر على مواجهة صعوبة العيش والحياة المظلمة التي فرضتها عليه الحرب وتجار الحروب…!
الرواتب منقطعة وفرص العمل ميتة والبطالة تجاوزة حد الإرتفاع والذهول.
أصبح المواطن اليمني المغلوب على أمره يتمنى مغادرة البلد والتفكير بالهجرة والبحث عن اللجوء الى أي بلد يحترم الإنسانية ويرعى حقوقها.
إننا نعيش أياما عصيبة وزمن قاس انعدمت فيه كل سبل الراحة ومتطلبات العيش الكريم !
إننا نعيش زمنا خلى من كل وسائل السعادة وصور الطمأنينة والإستقرار…
وأمام هذا الوضع المأساوي يجعلني أتساءل بأسئلة كثيرة … الى متى سيظل هذا الوضع المظلم مخيم فوق رؤوس الغلاباء والمعوزين من عامة الشعب؟
متى ستنتهي الحرب العبثية الملعونة هذه؟
أين منظمة الأمم المتحدة وكل المنظمات التي تدعي حقوق الإنسان من الوضع الذي يعانيه الإنسان اليمني من فقر وجوع وحرب وبطالة و….الخ .؟
هل لازال المجتمع الدولي يعلم بأن هناك دولة اسمها اليمن في خارطة العالم أم أنها قد محيت من جدران الذاكرة ومعالم الطريق ؟
كم سيظل المتربين داخل هذا البلد يحلمون بالعيش الكريم وانتهاء الأزمة والنزوح والتشرد والإغتراب عن الأهل والأصدقاء المقرَّبين ؟
الى متى سنظل ننشد الرخاء والإستقرار كباقي دول المنطقة وسكان البلدان المجاورة ؟
هل إخواننا الصوماليين قد سامحوا زلاتنا وغلطاتنا المرتكبة بحقهم؛ وخاصة تلك الكلمات النابية التي كنا نرددها في معرض الحديث عن البلد المنكوب بقولنا ” صومال ثانية” كتعبير يدل على الوضع المسحوق الذي وصلت اليه في ذلك الوقت ؟
أيها الأصدقاء والقراء الأعزاء
كلنا ندرك يقينا بأن الوضع اليوم أضحى سيئا والأسوأ منه مناشدة العدالة المفقودة.!
فلم نحصل على الحقوق التي كفلها لنا الدستور اليمني ولم نلقى أي تطبيق لمواثيق الأمم المتحدة والمنظمات السامية الخاصة بتوفير العدالة و الرعاية الإجتماعية والعيش الكريم… – ومادام وأن الوضع سيئ هكذا فبرأيي:
أن نطرح #اليمن للإيجار ولمدة معلومة لاتتجاوز 20 سنة شمسية قابلة للتجديد بعقد جديد وبشروط أفضل للمؤجر.!!!

نقوم بطرح بلدنا اليمن للإيجار تتولى كتابة العقد والإشراف على تنفيذه منظمة الأمم المتحدة شريطة أن يكون المستأجر شخصا عاديا يمتلك رأس مال كبير يؤهله لخوض غمار العمل كبيت هائل سعيد أنعم مثلا. ويشترط في المستأجر أيضا بأن لايكون دولة وأن لايكون من الأشخاص الذين كانت لهم بصمات في حكم البلد في الفترة السابقة على كتابة العقد.
#ويرتكز عقد الإيجار على الشروط التالية:
. يتولى المستأجر إدارة البلد “الجمهورية اليمنية ” واستغلال خيراته بكل حرية على أن يلتزم بدفع 100 دولار أمريكي لكل مواطن يمني شهريا. وهنا سنكون قد خطونا خطوة صحيحة نحو العدالة الإجتماعية وأن لا يستأثر بالسلطة والثروة أشخاصا محدَّدين .
.توفير المياه والكهرباء والتعليم والصحة والدواء لكل منزل وبالمجان ودون أي رسم.
. يقوم خلال سنوات الإيجار العشرون بإعادة البنية التحتية وبناء الجامعات ومراكز البحوث والمدارس والمشفيات الكبرى في كل مديرية ومحافظة .
. شق الطرقات وبناء الجسور والممرات.
. إستصلاح صحاري الحديدة وحضرموت ومأرب ولحج والجوف وشبوة و وزراعتها .
.يعفى خلال السنة الأولى من دفع رواتب المواطنين.
.إتاحة الحرية التجارية لكل مواطن قادر على ممارستها بشرط الإلتزام بدفع الضريبة الى خزينة الدولة التابعة له خلال هذه الفترة (فترة الإيجار ) وفي حالة إستقدام العمالة الأجنبية لايسمح بتشغيل أكثر من عامل أجنبي مقابل مائة مواطن يمني.
وله في سبيل إدارة البلد؛ الحرية الكاملة والصلاحية المطلقة في تغيير وهيكلة قيادة الجيش والأمن والقضاء وكل قيادة مرافق الدولة ، وتغيير وترحيل من يريد منهم . وينطبق الأمر كذلك على الأفراد والموظفين في كافة أجهزة الدولة .
.يمنع من السماح لأي أجنبي في تملك الأرض والعقار .
ففي هذه الحالة سنكون قد دفعنا بالبلد خطوة هامة نحو التقدم والرقي وسيجد المواطن اليمني نفسه أمام عدالة إجتماعية تسمح له بالعيش الكريم .
وقبل الختام
أدرك تماما بأن الغالبية الكبرى من أبناء الشعب اليمني يوافقونني الرأي ويتمنون حصوله ولايخالف قولي هذا إلا من كان من ذوي المنافع والإرتزاق.
وختاما أقول كان هذا مجرد رأي وإن شأت فاطلق عنه ..”تأجير البلد ” النظرية الإيجارية.

We all know with certainty that our beloved country, throughout the past and the present period, is going through an unstable political and economic situation to this day. The Yemeni citizen did not touch any service from the state; All services are obtained at their commercial value in the market. Medicine, food, clothing, education, water, electricity, etc. are all of these services. The state no longer has any significant presence in providing them to the citizen at the present time.
All of these services are provided with the money of the individual inside this stricken town….
. If the Yemeni citizen wants to obtain any good or service, he cannot obtain it for free, and if his financial circumstances do not allow its acquisition, he cannot obtain it even if he dies on the sidewalk or the side of the road.
And the matter did not stop at obtaining these services only, but the roads inside the cities and the capitals of the governorates became similar to branches, potholes, water-collecting places and bumps….. that make the passerby feel that he lives outside the city and there is no difference between them and the life of the desert!
The Yemeni citizen has reached the point where he is unable to face the difficulty of living and the dark life imposed on him by the war and the war merchants…!
Salaries are cut off, job opportunities are dead, and unemployment has exceeded the height and amazement.
The helpless Yemeni citizen has become wishing to leave the country and think about emigrating and searching for asylum in any country that respects humanity and takes care of its rights.
We live in difficult days and a harsh time in which all the means of comfort and the requirements of a decent life are lacking!
We live in a time devoid of all means of happiness and images of peace and stability…
In the face of this tragic situation, it makes me wonder with many questions… How long will this dark situation remain over the heads of the affluent and destitute of the common people?
When will this damned absurd war end?
Where is the United Nations and all the organizations that claim human rights from the situation that Yemeni people suffer from poverty, hunger, war, unemployment and …. etc..?
Does the international community still know that there is a country called Yemen on the world map, or has it been erased from the walls of memory and the landmarks of the road?
How long will the educated in this country dream of a decent life and an end to the crisis, displacement, homelessness and alienation from close family and friends?
How long will we continue to seek prosperity and stability like the rest of the countries in the region and the residents of neighboring countries?
Have our Somali brothers forgiven our slips and mistakes committed against them? Especially those profane words that we used to repeat in the course of talking about the afflicted country by saying “Somalia again” as an expression indicating the crushed situation it reached at that time?

We all know with certainty that the situation today has become bad and worse than the appeal for lost justice.!
We did not obtain the rights guaranteed to us by the Yemeni constitution, nor did we find any application of the charters of the United Nations and the lofty organizations for providing justice, social care and a decent life… – as long as the situation is so bad, in my opinion:

We are offering our country, Yemen, for rent. The contract is written and supervised by the United Nations Organization, provided that the tenant is an ordinary person with a large capital that qualifies him to engage in the work, such as a huge house, Happy, Anam, for example. The lessee is also required to not be a state and not be one of the people who had fingerprints in ruling the country in the period preceding the writing of the contract.
The lease agreement is based on the following terms:
. The tenant takes over the administration of the country “the Republic of Yemen” and freely exploits its resources, provided that he is committed to paying 100 US dollars to each Yemeni citizen per month. Here we will have taken a correct step towards social justice and that power and wealth should not be confined to specific persons.
Providing water, electricity, education, health and medicine for every home, free of charge and without any fees.
. During the twenty years of lease, he restores the infrastructure and builds universities, research centers, schools and major hospitals in every district and governorate.
. Building roads and building bridges and corridors.
. Reclamation and cultivation of the deserts of Hodeidah, Hadramout, Ma’rib, Lahj, Al-Jawf and Shabwa.
Exempted during the first year from paying citizens’ salaries.
Providing commercial freedom to every citizen who is able to exercise it, provided he is committed to paying the tax to the state treasury to which he belongs during this period (the lease period).
and for the sake of running the country; Complete freedom and absolute power to change and restructure the leadership of the army, security, judiciary and all command of state utilities, and to change and deport whoever he wants from them. The same applies to individuals and employees in all state agencies.
It is forbidden to allow any foreigner to own land and real estate.
In this case, we will have pushed the country an important step towards progress and advancement, and the Yemeni citizen will find himself facing social justice that will allow him to live a decent life.
And before the conclusion
I am fully aware that the great majority of the Yemeni people agree with my opinion and wish it would happen, and only those who had benefits and livelihoods would disagree with this.
In conclusion, I say that this was just an opinion.
